Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Anti-Body Blood Tests Results

In order to reduce cross-border transmission of COVID-19 and protect the health and safety of passengers, starting from 0:00 on 7 November, 2020 New Zealand Time, all Chinese and foreign passengers bound for China will be required to take nucleic acid and Immunoglobulin M (IgM) anti-body tests and apply for a green health code with the "HS" mark or a certified Health Declaration Form before boarding the flight. The specific requirements are as follows:

 

I. Test Requirements

 

1. Passengers traveling on non-stop flights to China from New Zealand must have their specimen collected, and complete nucleic acid and IgM anti-body tests through any qualified health care providers or testing institutions in New Zealand within 48 hours before boarding. Upon receiving the reports of negative results of both tests, passengers must also submit their reports to the Chinese diplomatic and consular missions in New Zealand according to their consular jurisdictions, and apply for the green health code with the "HS" mark or the Health Declaration Form.

 

2. Passengers departing from New Zealand to China when transiting through a third country, must complete the first nucleic acid and IgM anti-body tests in New Zealand, and then complete the second nucleic acid and IgM anti-body tests at the country where passengers will be boarding the China-bound direct flights. Passengers must apply for the green health code with the "HS" mark or the Health Declaration Form from BOTH Chinese diplomatic and consular missions in New Zealand AND from the country of transit.

 

Specimen collection, testing and obtaining the reports of negative nucleic acid and IgM anti-body tests results must be done within 48 hours before boarding the flights when completing the tests in New Zealand for the first time.

 

The second test must also have specimen collected and tested, and  retrieve the reports of negative nucleic acid and IgM anti-body tests results within 48 hours before boarding the direct flight to China from the country of transit.

 

3. For passengers departing from a third country, when transiting through New Zealand to China, please note that there are no testing facilities available at the transit area of any airports in New Zealand. Passengers are recommended to use caution when choosing to transit in New Zealand. If there is a need to do so, please make sure you have been granted visas to enter New Zealand, and also must follow and complete the quarantine process set by New Zealand government, and then to apply for the green health code with the "HS" mark or the Health Declaration Form based on the requirement listed on Paragraph 1 after finishing quarantine.

 

II. Chinese Nationals Applying for Green Health Code with the "HS" Mark

 

Please refer to the relevant information in Chinese published in the official website of the Chinese diplomatic and consular missions.

 

III. Foreign Passengers Applying for Certified Health Declaration Form 

 

1. A foreign national passenger, having received the reports of negative nucleic acid result and negative IgM anti-body result, is requested to email a clean scanned copy of the data page of the passport, the reports of negative test results and completed and signed Health Declaration Form to one of the following designated email addresses of the Chinese diplomatic and consular missions in New Zealand according to their consular jurisdictions.

2. The Chinese diplomatic and consular missions in New Zealand will verify the reports and return a scanned copy of Health Declaration Form by email, and the passenger must print it out and bring it for inspection at the airport.

 

3. Airlines flying directly to China from New Zealand will complete the check-in process based on the Health Declaration Form verified by the Chinese diplomatic and consular missions in New Zealand. Please make sure to board the aircraft before the valid date shown on the Health Declaration Form, and to present it to the airlines upon boarding.

 

4. We are optimising the procedure of obtaining the Health Declaration Form, and more information will be announced from the Chinese diplomatic and consular missions in New Zealand.

 

IV. Reminders

 

1. Please read the requirements carefully and follow them accordingly. Failure to obtain the green health code with the "HS" mark or a certified Health Declaration Form with negative nucleic acid and IgM anti-body tests results means you do not qualify for boarding the flight to China and will have to change your itinerary.

 

2. Please use extra caution when departing from New Zealand to China transiting through a third country, or transiting through New Zealand to China. It is important that passengers are fully aware of the latest policies on nucleic acid and IgM anti-body tests and entry requirements of the transit country, and apply for a visa if necessary, to avoid getting stranded in the transit countries due to denial of entry or failure to get valid health code or Health Declaration Form.

 

3. Children under the age of 5 (exclusive) when departing from New Zealand on non-stop flights to China are not required for the nucleic acid and IgM anti-body test, and the green health QR code with"HS"or the Health Declaration Form are also not required when accompanied by an adult who has already obtained the green health QR code with "HS" or the Health Declaration Form.
